Affordable Housing
The City of White Plains administers two affordable housing programs to expand affordable housing opportunities within the community. Reduced rent, rental units are provided through the Affordable Rental Housing Program (ARHP), a majority of these units are centrally located in downtown White Plains. The Affordable Home Ownership Program (AHOP) provides the City with ownership units. Affordable units from both programs are available to individuals and households with qualifying incomes. Additional affordable housing resources for senior housing, Section 8 housing, and Westchester Residential Opportunities (WRO) are provided below.


White Plains Affordable Rental Housing Program: 
The City of White Plains Affordable Rental Housing Program (ARHP) provides nearly 150 apartments in eleven buildings located at various sites in the downtown (see map below for more details). The purpose of the ARHP is to ensure that the City remains an economically diverse community by filling the need for quality housing that is affordable to moderate income households. To achieve that goal, the ARHP requires developers to rent a portion of the apartments in their buildings to tenants whose annual income is between 60% and 100% of the Area Median Income in Westchester County (see table below for income eligibility). The ARHP is open to everyone who meets the income requirements. There is no residency requirement for participation.

The rent for ARHP apartments is generally lower than rent charged for market rate apartments, but this is not a low-income housing program. Rents for the ARHP apartments are established by the U.S. Department of Housing and Urban Development (HUD) and are set at three different rates, based on income ranges as follows:

White Plains Affordable Home Ownership Program:
The City of White Plains Affordable Home Ownership Program (AHOP) requires that a certain amount of units be set aside for purchase by families with eligible income when qualifying new residential ownership units are constructed. The purpose of the AHOP is to ensure that the City remains an economically diverse community by expanding ownership opportunities to moderate income households. Units are set aside for families with family income between 80% and 120% of Median Family Income for Westchester County. The AHOP is open to everyone who meets the income requirements. There is no residency requirement for participation. Monthly housing costs for ownership units is to be no more than 35% of gross annual income and is determined by family and unit size.

To be considered for the program you must first submit your name and current address to the City of White Plains Planning Department to begin the application process.
